well if you are OBD1 and your car is tuned well you might be able to pass...as long as you have a cat. Or if you dont have a cat as long as they dont do a visual inspection.
when i take emissions on my obd2 car i put my obd2 ecu(im running an obd1 ecu w/ uberdata) and stock injectors back in and i pass just fine without a cat you just have to get an 02 simulator or do the spark plug no fouler trick for the secondary 02 sensor.
I passed with my turbo kit some time ago. I just told the guy not to push it into boost ..
I just pick up the phone, call my friend, and I'm done. Don't even have to drive to the emissions place! I'm OBD2 and my car isn't the most environmentally friendly car. =P
