Default Rebuilding a car with a salvage title...

Does anyone know the rules/guidelines to doing this?

I found a 1998 BMW M3 for $3k. only 150k miles. techno violet. The damage seems pretty minor like something I could fix myself.

The issue I am running into is that the ga dmv website says that the car must be rebuilt by a licensed rebuilder. Does this completely rule out me being able to do the work myself?
Or will I be able to fix it myself and just get it inspected afterwards?

Any insight into this would be greatly appreciated.

Thats gay ive seen people rebuild cars all the time it will just need to be inspected by an official and pass the be considered road worthy and safe. Now as far as if it has or had Frame damage then that may be another issue cause not any just regular person can repair that and pass inspection.

that's what I thought, but upon reading vvvthis it seems as though I wouldnt. pictures looks like I would need door, fender, rocker panel. wouldn't know for sure until I got a better look at the car

so you did all of the work yourself, had someone come out and inspect it, and got the paperwork to get it a rebuilt title?
