Wheels are flaking?

My Enkei Racing NT03+M In HyperBlack are flaking. Is there a shop that can refinish them or powder coat them for a good price? What would cause them to flake, it just looks like the the clear is pealing off.

i am wondering the cost also they are 18x7.5

check with Ion Coatings in our sponsor section. I didn't have any work done by them, but the price quote they gave me on powder coating a set of 15"s was CHEAP!

i called 1 place (not ion coatings) and they wanted $750 to do all 4 wheels. is that a good or bad price? i have no idea but, that seems high to me.
