L4 cylinders are naturaly harsh when it comes to harmonic vibrations its just their nature. Link

Being that the H/F engines were intended more for the higher end car in Honda's lineup, reducing vibrations and engine noise Im sure was on the top of the list in design as well as the R/S ratio being less than desirable.
It would seem (after reading through that link) that only removing the belt would still allow the harmonics to happen and you'd still be carrying around 10lbs for nothing.

I was always under the impression that the balance shafts were to help reduce the bearing load created by the 2.2L's R/S ratio and 87mm piston wheight. That info claims its just to reduce harmonic vibration through the engine. I gotta do some more reading.

The oil pump is driven off the crank

from what i gathered in that article in layman's (sp) terms

the vibrations are there and will always be there
the shafts are there to absorb some of the vibrations so they dont get to your seat or steering wheel where u can feel it
