I have actually, Im a machinist so I measure the crap out of everything. Never had any real issues with eagle, built about 6-7 honda motor's with them and they were all perfect, green's in every motor. I only have experience with one set of scat rod's, it was horrible. They were .003 out of round. I know their V8 stuff is great, we run their cranks all the time and they are always nice. The rods I had were for a B16 and not only were the journals out but they were also 16-30 grams different between the 4, which is sort of expected but still you get my point. This was also a while ago, 4+ years ago, maybe they changed.
Maybe I got a set that was one of the assumed good and didnt quite get inspected as well as the rest, idk, but for the money why not just get Manley's. I mean they are about 20-50 bucks more and you wont need to even balance them.
