Some points: The Foglights thing is a regulation requirement. Cars that come with properly wired foglights and seperate high/low beam bulbs do that. It's not weird or unique or a mistake or a wiring problem. There is a maximum number of lights that project light onto the road in front of you that a car can have on at one time, and that number is 4 bulbs. Now if your car is equipped with two-phase high/low beam bulbs you can have your high beams and your fogs on at once. There's another way to do it too, I've seen some seperate-bulb type cars that the brights have enough spread and projection that the low beams can be shut off entirely, and again fog lights can be on with brights. There are plenty of ways to re-wire the switch for your fog lights so that they don't cut off. The guys with big trucks and the stupid Hella off-road trail lamps that use them all the time as fog lights do it, so can you. Besides, very few cops in very few jurisdictions are going to care unless you're blinding people, in which case you have another problem anyways.
