It's the 'learning child' syndrome. Burn yourself on the stove once, and you'll be hesitant to go near it again. A lot of people got 'burned' and felt the pain at the pump. So even though gas prices are lower now, everyone still remembers the pain and are hesitant to buy a gas guzzler again.
