You don't necessarily have to buy Japanese. For way less than 30k you could get a Volvo s60R, or a BMW 3 Series. Since you are looking used, you might want to consider these.

The EVO 8 and 9 are both AWD and as a result, they naturally oversteer unless they have had a lot of work. The Civic should not be mentioned with the EVo's or the RX7 because if built, FWD will torque steer (not great for handling). Personally, I have no problem with the RX-7 other than it is down on torque a bit, but all things considered, a very good motor.
As for your comment on Porsche, pretty much every carb porsche (Pre-'76) will drive circles around any of the cars you are considering in the handling department. As for the Japanses cars turn better statement, do remeber that the early japanese suspension designs were actually british. Colin Chapman of Lotus, to be precise.
If you are looking at handling, look at older cars. The lighter the better. Maybe a Datsun 510 (hey, it is japanese), or a 240Z. European cars could be a BMW 320i or an Audi. If you actually have near 50k, look at a used 911. You will not do better in the handling department.

AWD cars are more neutral in there handling and even dive a bit like a FWD car until pushed to there limit. The exception being the STi and new Evo X which you can control the amount of torque sent to the rear wheels, thus allowing the cars rear to rotate. The stock WRX's and Evo's will under steer all day long unless you chuck it into a turn hard enough to get a four wheel drift, at which point you can get the nose to tuck in with some trail breaking.
