It really depends on the situation IMO. If the car bounces a lot after bumps in stock form it definitely needs new shocks/struts. If the shocks are OK and you want a better look for your car, go with springs. IMO they really go hand in hand if you wanna upgrade properly.

Well lets say on a Civic, where they have both sh*tty springs, and shocks, which would be better for it?

In my opinion, doing only one or the other is just as sh*tty, but...
Don't put aftermarket springs on blown shocks. If you truly must do just one, get some adjustable shocks. Unless of course, all you're after is the look. Then you might as well cut your springs.
Changing one part of the suspension affects the way another performs, stiff springs on stock struts will make your car bounce even MORE.
Save your pennies, and replace both at the same time. Do it right, or do it twice.
