this is done all the time for the s13 and s14 4 lug cars so they can do the 300zx big brake conversion without upgrading to 5lug, perfectly safe if drilled correctly.... this has been done thousands of times before...sorry dont know of any places that do this...just trying to set some people's shit straight before they speak

Just need a rotor with the same lug pattern, spot weld or clamp them together making sure they are centered perfectly, then drill it out with a drill press. Pretty simple.
