You can't chip OBD2 ecu, only OBD1 and OBD0 that is why. Chipped OBD1 ecu like P28 is fully programmable, allows you to fine tune your car. Dude, you don't understand, you take emission only once a year. When you get near that time just unplug the conversion harness and stick back the OBD2 to take emission. You are not going to fail. Once you pass emission, you run with OBD1 ecu again. Plain and simple! Nobody with OBD2 car is stupid enough to take emission with OBD1 ecu.
