it will be able to hold without rubbing or scraping if it is a positive offset of I believe a 30 to 45
how do you determine offsets. lets say i go with 19x8.5 in front with regular front fenders and 19x10 in rear with extended rear flares and i want the rear tires to be flush with the rear fenders. the question: would a +38 offset push the rim out further to be flush with the rear fender flares than +45 offset?

Offset is the measurement from the center line of the wheel to the mounting face of the wheel. Most FWD, and some late-model RWD cars will use high positive offset wheels.
A +45 wheel should sit farther under the car than a +38, to answer the question above and provide an example.
