i've been able to reform the outside of the block before i dont think jb weld is gonna in that particular situation. i think u've just discovered the one and only time jb weld won't work lol

naww, no JB Weld needed...just take some wooden wedges and hammer them down into the water jacket, just make sure you use a brass hammer so you don't damage the cylinder wallIt should fix'r right up!
