He was out to run last night, I met him, and later he opened his hood and a couple of friends have verified that he was not running any nitrous.

If he didn't beat the Cobra he was running last night, he isn't in the 12s.....

You ran him because you thought that you could beat him. It wasn't a sure win though, so you wanted to go cheap.
Face it, you didn't have a chance against anything there on your stock tires. You shot yourself in your own foot.
You can claim 12s all you want, but there was no way in hell that you could have run better than a mid 13 with the setup you came with the other night. And that is me being generous and assuming that you are a good driver.
If you were on full slicks, with a prepped track, maybe, and I mean just maybe, you might drive perfect and clip a 12.9.
