Hell Indy cars are 3.5L 10k+ RPMs and 650hp, N/A.

A built K24 is not going to automagically make power. There have been dozens of cammed 12:1 87.5mm builds and they typically make 240-250whp because they make their power below 8k. If Kizdaway slapped a typical built 2.4 block in his car it would pick up maybe 10whp and would be no faster because it would ruin his gearing. It takes a lot of planning to make big numbers and also make it fast.
A C38 is a good idea but there can be some problems with going that route. I would never spin a C38 anywhere near the max rated rpm (90k), and I'd scrap that POS bypass valve that comes with the kraftwerks kit. just my 2c...

I was just trying to be helpful because you asked what a C38 was and the guy in that thread is getting one later in the year and wanted to know if spraying on it had any ill effects on the impeller shaft. The guy in the thread was also talking about his built k24 which I believe relates to the other part of your question.
