92 integra help wont start

ok i have a 1992 integra wont start since i had it i put a axel,ecu an dizzy . the car has a wire tuck but i kno that not the prob because it ran before.ok 2 month ago i put a new fuel pump in and i started the car and it ran .the car had little gas in it so i think i ran out of gas and tried to start 2 time with no gas .had the the car sittin in my gargage because it needed a axel before i put the axel in the car i painted the motor . i clean off the grounds becasue i painted over them ..... thermostat and tran grounds put the axel in and more gas
try to start it and nothing all i hear is a noise coming from under the dash .the noise is coming from the fuel relay when i turn the key it makes 2 click but i also hear another clicking sound every time i turn the key it from a smaller relay on the side of the radio frame . and when i push down the clutch i hear the same clickin as if i didnt push down the clutch and also i dont hear my fuel pump prime .i crack the nut on the fuel filter in the bay and no gas and the starter not making any noise

i checked

all the fuses
i changed the fuel relay
i check grounds
and i have a new battery

Will the car turn over? Just wont run?
Also I have all the relay in ignition switch if u need it I will sell them cheap lmk if
U find out what the prob is
Also do u have a Cel light constant on while ignition switch turn on?

the car wont turn over at all and i got a hole bunch of relay but thanks
and ima take the fuel pump out and test it
and yes the cel light stays on ...wat does that mean?

Ur ecu could be bad also
May-b your ignition switch
That will cause it not to pump fuel or turn over

i found out why the pump not working lol i need a new pump again .my bro said i keep trying to start the car with no gas .

now on to the next prob motor not cranking

and the ecu is good

btw when i took the pump out it was all coroded with white stuff

Test the starter!! Run a 12v wire from the Big bolt on the starter, then remove the little wire and touch your 12v wire to see if it turns over, if it just clicks then starter is bad!! .. If it does then go to the safety neutral switch on the clutch pedal and unplug it, use a jumper to each side on the plug, try to start car with key..

Now just a dummy question, but do you have a ground from the frame rail to the tranny? If not then make one and see if it starts..

Its easy to check the ground or the starter, so start with ground.. then go to starter!!

is this an auto car just thought id ask cause my friend has one and it kick some kind of automatic code some times and the light next to the shifter starts blinking and it wont run till he fixes it or resets it some how if not auto then idk!
