I am droping in a f22b1 vtec motor in my 93 honda prelude that had a h23 in it. the fuel rail inlets are on the wrong side and the fuel rails do not look like the will interchange. do the intake manafolds interchange? meaning can i bolt the h23 intake manafold to the f22b1 engine?

No intake manifold will not interchange, however the rail should. I believe the h series inlet and outlet is on the driver side, and f series inlet on the pass side, outlet on driver...

They will not interchange, I know first hand. You need f22a1 stuff and then it would bolt up. Not sure on the f22b1 head, but some of the f22a's I've seen have the IAB manifolds on them.
