As the others said, I believe it limits the speed of the car - so you can avoid those fines and other penalties for speeding in the pit lane.

The shell car sounded absolutely marvelous and ridiculously loud. It's echo was so loud I'd turn to see if there was another car behind it sometimes. What was it called again?
