This would be more of an insurance policy. If I know where the kid lives and the cops don't do shit I can at least go have a chat with his parents and hope they are reasonable enough to punish him.

there is a way to do it legally, Use a phone tracer program, most of the newer ones like phonetrace (www.phonetrace.org) have an option to run a plate, you select your state type the plate number where the phone number goes and search it and it'll do it man
