Because of the bumper in the picture is from a 96-98. And to the other question, no, that is not real mugen. Regardless, great price.

i aint never seen civic lips tat goes under front bumper....for 99-00 and this was purchase from whyteaccord huh?

99-00 has lips that come mounted on the bottom.. different lips have different mounting positions.
