That car is actually set up to minimize drag. The modifications are similar to those on the solar powered cars. I wouldn't doubt that this guy is a hyper-miler or whatever they call the guys that go for extreme gas mileage. The tires are probably overinflated as well. Weird looking but I think its kinda cool to try and maximize gas mileage.
That guy is a Jim Ellis employee. I see that thing at Jim Ellis Chevrolet all the damn time.
I bet he has nitrogen in his tires to maximize mileage.

there is always room for improvement with fuel economy. go check out some hypermiling websites. people go huge lengths for some ridiculously efficient vehicles. the cover over the rear wheels and disc hub caps on the front are common. Lots of people will chop tops, build boat tails, completely seal the front grill, underbody panels, etc. just to eek out a few more mpg's. Having a car that gets 50mpg is great, but why not get 60mpg? or 70? or 80?

All that effort, even the mirrors are gone but he left the rear wiper and the antenna?
Wiper .. yeah might need to see behind him.
antenna- to small to creat enough drag to screw up MPG.
no need for mirriors when you have cameras

I've seen this guy at Jim Ellis Volkswagen. Looks like he's "upgraded" since I took this picture. That rear bumper treatment actually looks pretty good.
I think it's pretty clever, what he's doing. For those wondering about the wing mirrors; he's got convex mirrors mounted on the inside and I think he has one of those really big wide-angle rear-view mirrors.
