    so the car parked in the middle of the road, lady ran to the shoulder. Cop avoided car by swirled to the shoulder, and hit her?

    I am guessing he was going way to fast to slow down in time. So instead of slamin the car that was in the MIDDLE of the road, he swerved around it.
