Whats a dd driver? Also who cares abotu the vin, not like this is a daily driver car. :)
Also, if someone wants to have the car registered, it's very possible. It's an OBD1 car, so passing emissions will be easier than passing an OBD2. If worse comes to worse, you can always pay to get passed (there's always someone that will pass you for some $$) and then go get your tag.
