Im not knocking not tuning it after a pulley since the same stock tune that was done to it off the factory floor is just as likely to be flawed. I notice when i drop pulleys i have to drop the timing on my map a couple of degrees on the new cells i hit but it isnt any more dangerous than what GM gave me.

I tune my car anytime i go below 35 mpg to work.(once a month or 2) My performance cells under WOT dont get touched unless i do some sort of bolt on.
