Default 95 civic with a6 swap no start

Just finished up my swap in my civic. Fuel pump is coming on, there is spark. Haven't had a chance to check injectors yet. When I turn the key to the on position the cel comes on but does not go off like it is supposed to. What would cause this? Just a bad ground or??
    Thanks

Checked the codes, vtec spool and iat. A6 does not have vtec and there is no iat on my car. it probably doesn't make a difference but i'm running a p28/hondata s200. Couldn't get it to connect to my laptop either.

You using a vtec ecu, so you are gonna throw a cel because the ecu is trying to read vtec and it can not sense it. So I wouldn't worry about that, it should still start up with that ecu.
    try this:
    1. do a compression test
    2. check timing
    3. since the ecu is chipped, what map are you using?
