92 GSR Hatch ECU problems?

So i just recently traded for a 92 hatch with a B18C1. It supposedly has a "skunk2" ecu. Anyways, when you get on it, sometimes it will kick in like a limp mode and set the revlimiter to 3500 RPMS. It only seems to do it in the lower gears, has never done it in 4th or 5th. It doesnt do it all the time either. But anyways, it throws the CEL on, and all i have to do is turn the key off and back on and its back to normal. Any help appreciated!

My integra did that, it would set the rev limiter at 4800, but the car/ecu was bone stock, i would turn it off and it wouldnt do it anymore..

Try another ECU, what code is it throwing ?

edit...its throwing a code for water temp sensor?

you got car from jonathan ecu is fried its not s2 ecu its just wrote on there btw black wheels on car are still mine he has not paid me

OK ive changed out the ecu and im still chasing this problem. Any ideas?
