Default 1997 Honda Civic LX problems.

Car is a 1997 Honda Civic LX 5spd.

My friend was driving in the highway in South Carolina when all of the sudden, his headlights burned out and then a mile later, his sound system capacitor blew. He then pulled over, turned off the car and when he tried to restart the car, it would not. Hazard lights were fine at this moment.

A cop came by and jump started the car, and it turned on. When trying to go in first gear, it grinded and shut off. Then the hazard lights started to buzz. He then turned off the car again and when he tried to restart, it would not crank.

He then bought a new battery, all accessories began to work, but the car would not start. All of the electrical problems listed below began now.

The car was then towed to a mechanic in SC. Another ECU was installed, and the car started but electrical problems remained. For the mechanic to have troubleshooted the electrical problems would've cost my friend even more money.

    Current known problems are:

Headlights (low beams only) stay on.

Hazard lights/turn signals do not work and makes a buzzing noise when turned on.

Front driver's window will not roll up.

I've checked all related fuses and they are good. The car runs fine mechanically. Could someone help me pinpoint the problem. I've worked on cars professionally for about 2 years, but electrical problems were never my area.

You may have a wire around the ignition area shorting its power to the lighting somehow. Make sure none of the wires under the dash are melted together.
