vtec problem!!!!

just finished b16a swap in 91 hatch vtec does not engage at all triple checked all wires to the ecu and all are correct if you touch a power wire to the solinoid you can hear it click i know for a fact vtec works because the swap was in another car of mine does anyone ahve any suggestions on what it could be i have a pr3 ecu if i am not mistaking the rev limit should be 8 grand right now it hits about 75 or 76 hundred forgot the car has a crx dash in it and i noticed today when i pulled the cluster out to make sure the speedodmeter was hooked up that there were some wires clipped and some were solidered together could a wire be cut in one of these two harnesses
