    you have a short someplace.

Are you disconnecting the power wire from the amp, then putting the new fuse in, then trying to connect the wire again? If so, you are just looking to fry your amp.

check your ground wire, make sure its making good contact and not moving like at all.

either the power wire is grounding out somewhere against some metal or the amp is toast which can cause it to happen also/

First off it should not be sparking when you connect it to your amp. you should have disconnected the negative on the battery before disconnecting or connecting anything to the amp. Secondly you have a short or too small of a fuse in there.

I'll agree with the above posts:

    1. Power wire is shorting out somewhere
    2. Ground wire isn't grounding properly
    3. Amp may be fried, which could cause the fuse to blow as well, according to what exactly happen burned on it.
