Because the bike had a salvage title from the previous owner and to make to bike clear to ride again, it needed to be cleared by the DMV, thus the rebuilt title.

the only damage on the frame was the spool threads on the left side as you can notice in the last picture.

Any ding, scratch, and dent on a frame totals a bike out. Your ad is misleading.

From 1 to 10 with 10 being best... how would you rate this as a starter bike for someone learning to ride...

honestly, this was my first bike, so I would say it worked out for me, it all depends on individual rider.
I just didnt want to buy a 250cc bike and then have to sell it and buy a gixxer, so I bought this one.

As far as rating it, I would give it a 7, but thats just my opinion
