    Default Gas Gauge reads incorrectly

The gas gauge on my 1995 Civic EX reads incorrectly. When I fill the tank the gauge does not got all the way up to full. Is this something with the gas tank or possibly the gauge cluster?

process of elimination, try another gauge cluster first to see if thats the problem, if its not then you can go more in depth.

My CRX Does the same thing, also it takes FOREVER to go down. Sometimes i get worried that i'm going to run out of gas. I think its something with the sending unit in the tank on mine. Might be something worth checking on yours as well.

Its either the sending unit or the guage cluster....or the wiring in between. I would go with the sending unit first. You need to get a repair manual for the car so you can see what voltage/resistance should be coming out of the sending unit.
