I can shut down some odd named programs through ctrl+alt+del, then the browsers work fine, no issues. But as soon as the computer is restarted, the virus is back. I went into add/remove programs and got rid of all the extra or questionable ****.

You know its almost impossible to totally remove internet explorer. So much if its written into the registry and so many other microsoft programs rely on it its crazy. Use you some netscape navigator! Or Safari.
