I know him from a movie he was in called Freaks (that's where that gif is from). If you google him there is probably a page about him on wiki or something. Wait a sec, I just checked and there is. I think everyone missed the point......it's an animated jpeg, not a gif, look at the filename.

The file is still served from the web site with a '.jpg' extension. The '.gif' is appended by the browser. The browser recognizes the content of the file and realizes that it should display it as GIF.
