No doubt in my mind, he's using a program called "Auto-Tune." And by using, I mean basing his entire career on it. It's an annoying gimmick that will hopefully GTFO soon. But it's also the only way a lot of pop singers can even record music that's listenable. In this case, it makes things unbearable.
