Everyone has to use some sort of service be it online, software bought in the store or a place like H&R Block (which will charge you far too much for something so simple) if you want to e-file.
I don't know why anyone wouldn't just pay the fees. For most people, the federal file is free (if you make under $54K) and the state should never be over $20. I think mine was about $14. If you make under $54K per year and you paid for e-file, you shouldn't have. Next year, folow the e-file links on irs.gov and get it for free.

So who actually receives thse checks? I know they are 600 checks, but is there a certain amount that you had to earn last year to receive this check?
they are not $600 checks... it depends on the gross amount you made last year... it is UP to 600 dollars

Yes, that has been established many times
If you made between $3000 and $75,000 you'll get a stimulus check. The minimum check is $300 per individual and the maximum is $600.
If you made over $75k then you get your check reduced by a % until the rebate is completely phased out at about $84K.
