As QD stated, it is not technically a rule per se, but it is discouraged to be used unless it makes absolute sense to do so. 99% of the time it creates a sentence fragment.

Ruiner said, (notice the comma, because I am actually quoting what someone actually said, which in this case is Ruiner)" Don't start with that "grammar Nazi" business. Don't get all "nobody gives a shit about that crap on the internet" and "it's so anal, who cares" and "well, you know what I mean." Nowhere in there is he quoting someone, hence no need for a comma after "said". I don't understand why you fail to believe this to be the case, but either way I'm done with this thread.
