injector #3 not working (sr20det)

I recently installed a s13 blacktop into a 92 s13 vert. I am to the point where the engine can turn over under its own power, but only fires on three cylinders. While it was running, I unplugged each injector individually, finding #3 to make no difference in rev and idle. All four injectors have 12v power supply while the key is in the ignition and turned to the 'on' position. I then swapped the #2 and #3 injector and the problem remained at #3 plug. There is spark on all cylinders. WTF...?

again, i have switched #2 injector into #3 slot. #3 remains problem..?

are you sure that cylinder has compression,injector pulse etc?

not sure on compression, how do i check? and the injector isnt pulsing in position #3, no matter what injector is in it. thats what im asking about.
