Then you find out what a federal benefit program is and who they benefit; which includes food stamps and Medicaid, but also includes tax breaks and subsidies. Now we see a clearer picture of what they mean by "welfare". What fox means is "We know federal benefit spending went up some, but we want you to think we're wasting a bunch of money on poor lazy people, that's why we use the word 'welfare'"
