'99 Eclipse GS-T Sleeved coilover help

i have the front 2 sleeved coilover installed in the front and set them all the way at the bottom of the sleeve and it sits just as high as stock in the front still. the only thing i did not do was compress the springs when putting it back together but i dont think that matters on re-installing ... any ideas

could the adjusting setting be backwards? meaning if i spin the sleeves up high instead of low will it compress the spring and close the wheel gab??
