Default Car wont rev past 6k

I have a 92-95 civic hatch and no matter what kind of motor i put in the car it does the same thing. Ive had a b18a1 b20b4 and now i have a b17a1 and all three of them wouldnt rev past 6k. I was thinking it was a prob with my ecu b/c i borrowed a friends chipped ls ecu and i could rev past 6k but the power drops off after 6k, so i got another ecu (non chipped) ls ecu same prob so im thinking maybe its some wiring in the harness somewhere...any ideas??????

usually when stuff like that happen its the ecu that has been programmed that way, someone correct me if i am wrong but when it happened to me it was the ecu or MAYBE the wire harness which i doubt but just saying.

Mine does the same thing in my '92 hatch, d15b, its supposed to rev to 7200, but it makes max power at 6k, and drops power after that. No idea why.
