    Default horn issue

my friend has a honda civic 98 and he had an ooga horn hooked up to the horn wires in the front of the car. Funniest thing ever ok well heres my ? well he got another one from the store and we jumped wires off the existing one to make it work hit the horn and nothing happened just a click under the dash from the relay. We took it off and hooked the old one up since we knew it worked still nothing checked the wires they were good fuse was good just got a click under the dash. What is our problem is the relay bad it clicks or is something else wrong ????? please any help would be great
