Default cel code 3. car wont rev past 2k hits the rev lim

have an ls/vtec with no miles on it, had problems running extreamly rich after i got a ls/vtec basemap was getting gas into the oil but since the car wouldnt start i cut the jumper j1 and it stoped flooding the oil sup with gas, the car now turn on normal, idles very low but doesnt need help to stay on, when you press the gas it doesnt respond right away the t cable is right and tight kinda feels like the gas is not getting there as soon as i hit the gas and the car wont rev past 2k it will hit the rev limiter, i cleaned the map sensor and it seemed to improve the idle a lil but when i had the ls/vtec basemap the check engine light went off so i dont think the basemap is the one messed up since it was not showing me any cel lights with the basemap.
