Default b16 stuck in safe mode

i have had my b16 for a while now, i was obd0 running a pr3, and my car was stuck only reving to 3.5. so i read some fourms, i then went back and wired my distributer to the ecu. still same problem. so i sucked it up and conveted my car to obd1, i have a p30 ecu, obd1 distributer, and the conversion harness. i am still having the same problem. any ideas of what could be my problem
