    how would i go about registering a car in a county that doesn't do emissions?

    go to the tag office and register it...

    i was told that i could get a p.o. box and do it, but i'm not sure if when i register it they'll use the address on my license or not? anyone done this before?

    Have your License address the same PO BOX.
