Default Miata Electrical Prob of sorts

Well, I go to start up the car the other day, brand new battery, just put it in the day before. The car has just been sitting for like a month, and I let my mom drive it the day this happened. Anyways, I go to crank it and all my stuff (Cd player, Gauges, Lights) comes on for like 1.5 seconds then everything goes dead. Im figuring my batt got drained again some how, maybe some bad wiring. but we tested the batt and its right at 12V. All the fuses up front tested and gay no reading. Also got no reading at power to the windows. Is there some sort of main relay fuse that may have blown. My bro thinks that the battery, which wasnt secured that well, may have bumped the frame, causing the power side to touch the frame and blowing the fuse, if its there. I just dont know if this main fuse actually exist, makes since logically. Any help?

its under the hood on the pass. side..... other fuses are under the dash to the left of the steering wheel. But if a fuse was blown, no power would go through. Is there visable marks where the batter might have touched/arc'ed to the car? Hows that alternator? CEL on? Battery connection?
