Default 90-91 Integra Clutch Pedal Stays To The Ground Doesnt Come Back Up ? SOMEONE HELP

i just replaced my clutch, and everything bolted back up, i have replaced many cable tranny clutches but this time i came to a clueless point on what the cause is. When ever i step on the clutch pedal, the pedal stays to the ground and ill have to pull it up with my hands, i checked out the clutch cable line, throw out bearing, the clutch folk release spring and everything is in good working order......even checked the spring under the pedal, all in working order, what could be the problem...?

it's a cable clutch, there is no slave or master cylinder for the clutch, it's all manually operated with no hydraulic fluid. your problem is not there.
