I tested in 99 with my honda it didnt matter! hope that answers your question its when you start doing engine swaps and stuff things began to get difficult you can even test with your rims on.

It should be unless the system eliminated your catalytic converter. You said it was "cat-back" meaning that the new exhaust system starts after the cat ends, so being that the catalytic converter is what's primarily responsible for emissions you should be ok.
