    Default problem starting 90 accord

my friend was driving his 90 honda accord when the car shut off and died for no apparent reason. now the car wont start at all. when the key is in the ignition even on the on position the lights do not come on or anything. and the key wont turn to even try to crank the engine. the hazard lights even went off for awhile and the fuse box under the steering wheel was making a weird nose but then it started working again. i tried to manually start it by touching the battery to the starter and the engine would try to crank but wouldnt turn over.

the battery is new and the fuses were working. i think its a wiring problem but i cant figure it out. any ideas?
