I have a friend that has an obd2 car that wont pass emissions because of the cat and the o2 sensors and dmtl pump on his bmw... is there any way for him to get it to pass without having to change all of that?

i say you find a guy that does emissions and pay a little "extra" for it to pass. im sure there's someone on here that will help your friend pass. Beamers are expensive. But just ask around. SOMEONE GIVE THIS MAN SOME HELP!
