Default Car not reading at emissions station

My 1998 gti will not read at the emissions station. The check engine light also doesnt come on at all even when ignition is turned. I need some answers asap. I check the fuses and they are all good. If it was just the bulb then it wouldn't have been a problem on the machine.

If you do you need to disconnect the radio I had this issue like 30 times and after working on it the radio was the issue.....

Now for the CEL might just be a BULB we have replaced these after about 100k miles on a few also....

It is the tester. Same thing happened to me this year with my 6. Took it to the dealer & it passed no problem.
